I think there are just not that many of them in that state. But basically they hate people and avoid them at all costs like most predators. They live way high up near the timberline in wilderness, and there are not a lot of people up there. There are some people in the summer, but there’s basically no one in the winter, and they don’t hibernate. They live where there’s snow much of the year, and few humans go to such places in the summer due to difficulty getting around. You need snowshoes or cross country skis, and no one has those in the summertime. Most photos of them seem to be in the winter where they are setting off trail cams or people walking in the snow are taking pictures of them.
People in the US don’t really kill them anymore anyway. There’s no reason to. They don’t common predate domestic animals but they do kill a few sheep rarely. They basically just completely leave humans alone. They’re at risk from trapping. Montana was allowing a take of 8-18 a year, but biologists felt that was too many.
