The bipartisan foreign policy consensus was formed in the Cold War under Harry Truman with the founding of the CIA and the National Security State. This country’s been in the toilet ever since. That was just the lump of sewage that started the spill.

It was a reactionary imperialist Cold War policy against communism which saw the US allying with the worst rightwing and fascist dictatorships on Earth. These countries murdered millions of people with the full support of the US. All to fight “communism.”

In addition, the US engaged in some mass slaughter itself by following this policy, in North Korea where we killed 3 million people, mostly civilians, and in Vietnam where we killed 2 million people, once again mostly civilians.

We used germ warfare and almost used nuclear weapons in Korea. We used chemical weapons (napalm and Agent Orange) in Vietnam and once again had nuclear scares.
