It sent it to all my paid subscribers, which boiled down to nine out of my 720 subscribers. So Substack definitely shadowbans certain posts. They might do it if you violate content guidelines. There are guidelines against hate speech:

Substack cannot be used to publish content or fund initiatives that incite violence based on protected classes. Offending behavior includes credible threats of physical harm to people based on their race, ethnicity, national origin, religion, sex, gender identity, sexual orientation, age, disability or medical condition.
It sounds like the only hate content they don’t like is that which makes credible threats of physical harm to a protected class. It doesn’t say that anything other than that violates the rules, but I will put an email into them and see if …
