RL: It’s proven that Head Start programs for ghetto Blacks reduce crime later in life. It’s also proven that giving Section 8 vouchers to ghetto Blacks reduce crime. You give ghetto Blacks a voucher to move out of the ghetto, and they take it and move to a better neighborhood. Their crime literally goes somewhat down simply on account of living in a better place. Downside is of course the crime rate goes up significantly in the new neighborhood. But they are definitely committing less crime overall.
